Well and when I started The Rag I went to the state arts board, "no, we don't fund publications. " There's always that exception. Okay -- Small Business Administration?  Everything but publications. You can't get any money. You have to personally guarantee it, you can't borrow it as a business. That was what I found when I started. So you just bite the bullet and you die then.
